The International Automotive Oversight Bureau, part of the International Automotive Task Force (IATF), has accredited a number of Registrars to ISO/TS 16949. The IAOB is responsible to:

1. Implement and manage ISO/TS 16949 registration scheme.
    
2. Assist in ensuring consistency of the ISO/TS 16949 registration protocol.
    
3. Support the IATF in the pursuit of global standardisation.
    
4. Research, develop and maintain a central IATF database of strategic information.

Automotive (QS-9000) Reference Manuals, Reiterating

Has ISO/TS 16949 "reference" QS-9000? Indirectly yes, and includes Failure Mode and Effects Analysis (FMEA), Measurement Systems Analysis (MSA - see also ISO/IEC 17025) and others applying are PPAP, APQP... verify with your specific customer... SPC and other are for guidance.
